One gentleman, while opening a ballot, looks around in a suspicious manner, then lays the ballot down and picks up a pen before bending over the ballot. It is unclear what is happening here, and other processors are also holding pens or highlighters. The user made no guesses as to what was happening and provided no commentary in the tweet. However, his tweet was flagged for "posting misleading information about voting," and he was punished accordingly for it.
