While the meme calls the COVID vaccines "the protection that didn't protect the protected," it seems more to be implying that they must not have worked if people who got them need to be protected from the unvaccinated. This is more a statement about the policies and rhetoric coming from the highest levels of our government than a statement about whether the vaccines actually work or not, which is what the fact-check is addressing.
