The Media Research Center has filed a complaint with the Federal Communications Commission (FCC) against a Wisconsin radio station for its collusion with the Biden-Harris campaign.

The MRC and Brent Bozell, its founder and CEO, requested that the FCC issue a formal admonishment to Civic Media, a Wisconsin-based radio network platform. Civic Media permitted the campaign of President Joe Biden and Vice President Kamala Harris to secretly edit its broadcast to hide the president’s remarks, which Bozell labeled as “racist.”

The Biden-Harris campaign secretly edited out a portion of an interview between Biden and Civic Media host Earl Ingram. In the excised portions of the interview, Biden made categorically false claims about the history of black representation in government, including under his predecessor, former President Barack Obama. Biden declared, “I have more blacks in my administration than any other president, all other presidents combined.”

The Biden-Harris campaign also cut out a remark by Biden suggesting that former President Donald J. Trump called for accused black criminals to be subjected to “hanging.” Trump never endorsed lynching.

In the MRC complaint, Bozell noted that Civic Media is a statewide radio network, which is permitted to use public radio spectrum by FCC license. Bozell argued that transferring control of what was broadcast on public spectrum to a partisan campaign constituted a “hijacking of America’s radio waves.”

A formal admonishment is a serious disciplinary action, though it does not mean the penalized party must give up its license. In a 2020 overview published by the FCC’s Enforcement Bureau, the agency held that “an admonishment is an enforcement sanction that makes findings of fact and conclusions of law regarding violations of the Act and rules, although it does not go further by imposing a monetary forfeiture or other concrete sanctions.”

Bozell explained that an admonishment was necessary because when Civic Media gave the Biden campaign editorial control over what could be broadcast, it disregarded the terms of its license and instead engaged in improper electioneering. Bozell wrote, “No legitimate journalist would ever do such a thing — the president’s comments, while reprehensible, were obviously newsworthy and of great interest to the American public.” 

The interview was conducted at a time when Biden’s mental acuity was being challenged by the media. Since Civic Media aired the heavily-censored version of its interview, Biden dropped his reelection bid; however, the scandal-plagued president insisted in an Oval Office address that he will complete the rest of his term.
