Twitter imposes a hateful conduct warning: According to a screenshot of the incident, Twitter user Phillip Denton tweeted “Transgender is a mental disease,” and received instructions to delete this tweet. Twitter informed Denton that he was “violating our rules against hateful conduct.” Twitter’s Hateful Conduct policy states, “You may not directly attack other people on the basis of race, ethnicity, national origin, caste, sexual orientation, gender, gender identity, religious affiliation, age, disability, or serious disease.” The policy also prohibits “targeting individuals or groups with content that references forms of violence.” Denton’s tweet, however, contained no such content. In an email to MRC, Denton explained that he chose to appeal, but his account was locked until the appeal was reviewed or until Denton deleted the tweet. Then he could regain full access to his account after twelve hours. At the time of writing, Denton’s account was still visible, but the disputed tweet was replaced with the message, “This Tweet violated the Twitter Rules.” It is unclear whether Denton deleted the tweet himself or whether Twitter removed it. According to Twitter’s enforcement policy, “In the interim period between when Twitter takes enforcement action and the person removes the Tweet, we hide that Tweet from public view and will replace the original content with a notice stating that the Tweet is no longer available because it violated our Rules.” As it seemed that Twitter had given Denton access to his account again, it is most likely that he deleted the tweet.
