In a search for “H.R. 4,” Google dug deep to avoid elevating the most recent bill with that title and instead propped up a controversial bill from 2021. 

Congress will vote on H.R. 4, the Rescissions Act of 2025, this week, but when MRC researchers searched Google for “H.R. 4,” the search engine brought a different, anti-American H.R. 4 to the top of search results: the John R. Lewis Voting Rights Advancement Act of 2021. The bill, along with the For the People Act of 2021, was pushed by Nancy Pelosi’s Democrat-controlled House of Representatives and was highly criticized for opening elections up for potential fraud

The top two search results that the search giant elevated were namesake bill of the late Rep. John R. Lewis and the Voting Rights Advancement Act of 2019, which he cosponsored. The most recent H.R. 4 (The Rescissions Act of 2025) did not appear until the fifth search result, which was the only recent link. In fact, seven of the 10 results referenced the two previous bills. 

The John R. Lewis Voting Rights Advancement Act of 2021 was criticized by many, including then-Heritage Foundation President Kay C. James. “HR 4 is the left’s latest iteration of an election takeover designed to remove fundamental election safeguards and open opportunities for cheaters to manipulate election results in their favor,” she said at the time. “The bill would essentially require every state to get the approval of partisan attorneys in the Biden administration before implementing any changes to their voting laws or practices.” 

Google’s propping up of this controversial bill is yet another example of the search engine pushing Democrat priorities.

Last month, Google similarly pumped up Democrat Party priorities by steering viewers toward leftist sources. In a search for Nancy Pelosi’s controversial H.R. 1, or the For the People Act of 2021, Google almost exclusively provided links to articles and opinion pieces supporting her radical agenda. Meanwhile, in a search for H.R. 22, or the Safeguard American Voter Eligibility (SAVE) Act, Google aggressively steered users to left-wing think tanks and organizations that criticized reforms designed to protect against election fraud.

Methodology: Using the web browser Brave in a private window to limit prior search history and cookies that could impact results, MRC Free Speech America Researchers searched Google for the words "H.R. 4" on June 9, 2025. Researchers then analyzed the results for political bias.
